Experts diverge in assessing Kadyrov's order to talk to relatives of alleged killer of Grozny policeman

The order given by the head of Chechnya Ramzan Kadyrov to his law enforcement bodies to hold a talk with the relatives of the alleged killers of policeman in Grozny is in fact a hint to a possibility of applying violence to the relatives, said the human rights activist Lev Levinson. His colleague Alexander Brod believes that the above Kadyrov's order is a direct pressure on the relatives of the alleged offender. According to the lawyer Igor Trunov, such an interpretation of the Kadyrov's statement may be wrong, since Kadyrov would not publicly give an order to use illegal methods of inquiry.

The "Caucasian Knot" has reported that Ramzan Kadyrov stated, at his meeting with power agents, that Dopaev fell victim to an insidious crime, and called to find relatives of the killer and talk to them. On June 24, Kadyrov wrote on his page inn the social network "Instagram" that relatives should be responsible for their family members.

Kadyrov remains legally "clean" – he did not express any incitement to violence and gave no direct order to use violence, said Lev Levinson, an expert at the Institute of Human Rights.

Alexander Brod, a member of the Presidential Council on Civil Society Development and Human Rights and the Director of the Moscow Bureau for Human Rights, has noted that the investigation of the incident should be under special control.
