HRC “Memorial”: relatives of detained Esmurziev and Ozdoev fear for their health

The resonant case of torture at the Centre for Combating Extremism (CCE) fails to deter power agents from new violations of rights of residents of Ingushetia during detention, the Human Rights Centre (HRC) “Memorial” has stated in connection with information about torturing Khasan Esmurziev and Magomed Ozdoev.

Ozdoev and Esmurziev, residents of the city of Nazran, were detained last weekend by power agents on suspicion of illegal possession of firearms. According to their relatives, the firearms had been planted on them by the power agents, the HRC has reminded today.

According to the HRC "Memorial", Ozdoev has complained to his wife that after detention "he was tortured with electric shock, with a bag on his head, wrapped up with a scotch tape, and brought to an unconscious state."

Relatives of Khasan Esmurziev have also submitted their application to the HRC’s office in Nazran. They complained about violation of his rights during the search conducted on July 30, in particular, about the planted firearms.

Khasan Esmurziev told his advocate that law enforcers had tortured him with electric current. According to the advocate, Esmurziev's fingers have traces in the points, where wires had been connected.

In their release, rights defenders have concluded based on relatives’ statements that Ingush power agents continue torturing republic’s residents. At the same time, they reminded that a number of criminal cases related to the use of torture against detainees by CCE employees of the Ministry of Internal Affairs (MIA) of Ingushetia are being investigated.
