Karabakh refugees face delays in receiving social benefits

Refugees in Nagorno-Karabakh receive financial support from the Armenian government, but to receive it they have to queue at the post office for two days, residents of Stepanakert have complained. The settlers are waiting for payments in connection with the loss of their housing.

The "Caucasian Knot" has reported that on December 10, the Karabakh refugees complained about difficulties in obtaining the social help, which the Armenian authorities had promised them. The Karabakh residents who had lost their hosing are forced to live with their relatives or rent housing facilities for their own money.

Over 70,000 residents of Nagorno-Karabakh have received financial help from Armenian authorities – 68,000 drams (about USD 130) to each person. The payments under other programmes have not started yet. One of them provides for the payment of 300,000 drams (about USD 575) to families whose communities occurred under Azerbaijan's control.

Vagram Arakelyan, Deputy Minister for Social Affairs of Nagorno-Karabakh, has explained the queues at post offices by the fact that there are many refugees in Stepanakert from the communities that came under Azerbaijan's control; and there are also electricity and communication outages in the city.

Gayane Sarkisyan, a resident of Shushi, is expecting payments for families who have lost their housing and residence – 300,000 drams. So far, the family lacks money to feed the children and pay the housing rent.
