Strasbourg will consider the murder of Chechnya resident

Today, the International Department of the Committee Against Tortures has lodged a complaint to the European Court for Human Rights on behalf of Aslan Dovletukaev, a resident of Chechnya. The applicant asserts that the Russian Federation has broken in his relation its liabilities undertaken by ratification of the "Convention on Protection of Human Rights and Fundamental Freedoms," namely, Article 2 (illegal homicide and inefficient investigation of the fact of homicide), Article 3 (use of tortures), Article 5, point 1 (с) (illegal detention), Article 8 (violation of the right for respect of one's housing), and Article 13 (absence of effective remedies) of the Convention.

The resident of Chechnya was assassinated in January 2004. The Chechnya's representative office of the Committee Against Tortures made an investigation of the fact and now continues to strive for investigation of Dovletukaev's murder and defence of the interests of his relatives at the national level.
