Choltaev: Kadyrov's kin retinue will deprive him of reliable support

"Ramzan Kadyrov's signing of a decree on the national policy of the Chechen Republic (ChR) was dictated by his wish to show that Chechnya is a full-fledged part of Russia," Zaindi Choltaev, a Chechen political scientist, thinks. He has stated in his interview to the "Caucasian Knot" correspondent that the demand of material compensations for deportation of Chechens is a compensation for giving up special treaty relations of the Republic with the federal centre.

We remind you that on April 11 President of Chechnya Ramzan Kadyrov signed a decree approving the Concept of the State National Policy of the Chechen Republic. The decree was followed by cadre reshufflings in the government of Chechnya.

"The reshufflings will strengthen Kadyrov's team. They have certain pros for him, but there are also serious contras from the viewpoint that the support of other forces in the Republic is narrowed. The retinue is more and more kin-like and comprises his close allies only," Mr. Choltaev said.

In the expert's opinion, now Kadyrov-president plays a double game. On the one hand, he strives to emphasize his loyalty to the federal centre, in which he succeeds, and on the other hand, he tries to express his readiness to become the national leader.

When asked about the future course of Moscow-Grozny relations, the expert answered that year 2007 will be the year of a relative calm around the Chechen problem.

Mentioning the topic of human rights violations in Chechnya, the expert said that the status quo will be preserved in the Republic in 2007.
