Makhachkala rioters offered removal from prophylactic register for contracts with MoD
At a meeting with participants in the riots at the Makhachkala Airport, the head of the Karabudakhkent District threatened negative consequences of prophylactic registration for their families and offered to remove from the register those who would sign contracts with the Russian Ministry of Defence (MoD) to participate in the special military operation (SMO) in Ukraine.
The "Caucasian Knot" has reported that on October 29, 2023, mass riots broke out at the Makhachkala Airport due to the announcement of the arrival of a plane with passengers from Israel. More than 20 people suffered. On July 9, 2024, the head of the Dagestani Ministry of Internal Affairs (MIA) reported that 140 people had been arrested within riot criminal cases; 1200 other were brought to administrative responsibility.
The head of the Karabudakhkent District spoke about the prophylactic registration run by security forces and enlisting the rioters. He also said that "this category of citizens" is completely removed from the register after voluntarily signing contracts with the MoD.
The prophylactic registration is one of the methods of preventing crime. In March 2017, the head of the Dagestani MIA announced the cancellation of orders for prophylactic registration for the category of "extremists"; however, human rights defenders claimed that this practice had been preserved in the region.
The prophylactic registration in itself entails no legal consequences for a person, lawyer Timofei Shirokov, an advocate, stated earlier. "But this was treated in such a way that the prophylactic registration itself became a type of punishment," he has noted.
In September 2022, large-scale protesters against mobilization in Makhachkala also faced the prophylactic registration. The detainees were registered under the category of "violators of mass events".
