Ingush Ombudsman plans to address problems of invalids

A cooperation agreement has been signed between the Ombudsman in Ingushetia and the regional charitable foundation "Myal" (Charity), which deals with problems of invalids. The issues of cooperation were discussed at the reception of citizens, held jointly by Djambulat Ozdoev, the Ombudsman, and Magomed Khamkhoev, Deputy Head of the Department for Ingushetia of the ICRF.

Mr Ozdoev told the "Caucasian Knot" correspondent that at the reception on April 27 a number of issues were discussed with citizens.

"The topics of the reception and consideration of citizens' appeals covered mainly violations of human rights by law enforcers and defence of citizens' housing rights. In total, we received six persons," said Ozdoev.

According to his story, during the reception activists of the "Myal" Foundation also raised the problems of implementing the programme "Friendly Environment" in the republic.

"Within the programme, cities and towns of the republic should be adapted for citizens, who have problems with mobility. In particular, this applies first of all to socially important administrative buildings, which should be equipped with ramps and other necessary appliances for disabled people," said the Ombudsman and promised to add his efforts to solving the problems.

"The first thing that we plan to do on our part is to allocate a room for this organization. We also plan to continue cooperating with and help them," said Ozdoev.

Among the received persons was a woman, suspected under the case about frauds with maternity capital. The Ombudsman did not name her, but said that, according to the investigation, the grouping, where the woman was a member, acted not only in Ingushetia, but also in other republics of the Caucasus - in Dagestan and Chechnya, in particular.

"The woman, who was released during the investigation, came to meet the lawyer and complained that during investigatory actions law enforcers insulted her, grabbed by her hand and hit her against the wall. She asked to bring those guilty to responsibility," said Ozdoev.

"A former resident of Grozny complained that local authorities refused to pay compensation to him for his housing lost during the war in Chechnya. He argued that the list of those who should receive compensation contains people who have nothing to do with his home ownership," said the Ombudsman.

The complaints contained an application of a woman of Ingushetia, engaged in teaching the Arabic language.

"She complained that she undergoes frequent inspections by law enforcers, who, in her words, had taken away her text books and still have not returned. Those, who come to check her, never present themselves; the woman fears for her only son, who may suffer from these checks. She asked to hold such checks, if they are needed, under the law," said Ozdoev.

He noted that on this and similar cases he would appeal to the commission on social adaptation of persons, related to illegal armed formations (IAFs) and of relatives of such persons. According to the Ombudsman, not only the former militants and their relatives, but also ordinary citizens of the republic are suffering.
