Russia's concept of public security defines terrorism and migration as main threats

Russian President Vladimir Putin has signed the concept of the country's public security, the presidential administration reports. The document describes the state of security in the country as unstable, defining terrorism, migration, extremism, drug trafficking and corruption as the main threats to stability.

The concept indicates the terrorist threat, the level of which "continues remaining high," as one of the main threats to public safety. The document accents the need not only to protect citizens and critical infrastructure, but also to "destruct the foundations of terrorism."

Another problem is migration – both external and internal. "Illegal stay of foreign citizens in the Russian Federation and their employment in the country are often worsening the social situation in their places of residence, and create conditions for the formation of terrorist organizations, political and religious extremism, and nationalism," says the document.

The concept will be implemented in two phases: the first one (2013-2016) will develop the legislation aimed at achieving the goals and objectives of the concept, while the second one (2017-2020) will implement the complex target programmes.

The "Caucasian Knot" has reported that as of October 8, 2013, from the start of the year, Russia had registered 144 manifestations of terrorism; 120 of them – in the Republic of Dagestan.
