Convicted disabled person complains about poor conditions of detention at Pyatigorsk SIZO

In the Stavropol Territory, a court dismissed a claim filed by Georgy Kolyan, a convicted person with disabilities, against the administration of the SIZO (pre-trial prison) in Pyatigorsk with a request to compensate for the damages inflicted by poor conditions in a SIZO cell. The convicted person requested a compensation of 750,000 roubles. Earlier, the man has partially won a claim against the penal colony No. 5 in the Stavropol Territory.

The Stavropol Territorial Court has upheld the decision of the first instance court, which refused to recognize that the administration of the Pyatigorsk SIZO violated the rights of Georgy Kolyan.

Georgy Kolyan claimed that, in his opinion, the SIZO administration unreasonably placed him to a punishment cell. The convict also pointed out that the cell in which he was kept had no ventilation, the light was dim, there was no light or hot water in the bathroom, and there was no heating or ventilation in the toilet room. The walls of the cell were smeared with blood from bedbugs, and the walls and ceiling were covered in mold and mildew. Georgy Kolyan also claimed that the cell was overcrowded. The convicted man complained that his detention at the SIZO had finally worsened his health state.
